Even children can handle the lowest level. The strongest setting seems weak to me, the resistance is probably not enough for trained rowers. I can feel my hands after a few minutes, but my heart rate didn't go over 120. It's just pulling a bungee cord. I won't be returning it, it's sufficient for home practice.
