It can be used.
Considering the weight of both the 2.5" HDD and SSD, it's unnecessarily too massive.
Little variability of use - few holes for attachment to 3.5" shaft. If the cabinet doesn't have multiple screw holes or an oval hole in the shaft, there can be some serious space complications. (Especially in smaller crates. )
