Quiet, I used two pieces on a cooling pad under the laptop connected to a 5az11V regulator from Zalman. Orico aluminium washer. I power it with a 12v 1a adapter.

Originally I wanted to use it for CPU cooler (alpenfohn black ridge), but after disappointment from the fan in the Silverstone SX500-LG power supply it went there. The fan has absolutely no parasitic sounds at low speeds, yet it pushes some air noticeably.
It works great even with DC regulation with unconnected PWM, it has no problem to start even with power supply lower than 5V.
The whole P series of fans is very successful, Arctic knew exactly where to save and where not.
