The quality is really poor, x years ago we had the same one from ETA and it is still in better and more robust condition than these new ones that are flimsy and flimsy right out of the box.
I like this type of straight heater with the ability to turn on different numbers of coils and rotations, it is a nice heat and although not quite quality but unfortunately I have not found another suitable alternative.

I had to reclaim several pieces before I got my hands on a usable one, otherwise they all had some defects (each one different)

reasonably fast/slow oscillation
short distance heating even at minimum power (400W)
at maximum power (1200W) it can overheat a larger room
fine as a supplementary heating or fast-heater for small rooms
quality of workmanship, apparently it is a cheap plastic and quick production - soft, not 100% adhering plastic and not 100% horizontal stand (does not matter for larger substrates such as carpets, etc. )
the oscillation is a little noisier (it squeaks a little, the vaseline did not help)
at minimum power (400W) it overheats only really small spaces
even at maximum power (1200W) heating a larger space takes a relatively long time
