If you have multiple monitors (or a connected TV), connect the main PC monitor to the HDMI farther away from the PCIe slot, it has the highest priority. Otherwise, you won't see the BIOS or icons (depending on the configuration, you may see black or just the wallpaper, but no icons).
The RTX 40xx generation has significantly lower power consumption than older series. This is related to the single 8pin connector
The noise level of the fans is acceptable, they also switch off at idle
