It's kind of a protection for the car battery, for repeated shooting in parking mode, it just doesn't discharge that quickly. The camera also tracks movement around the car, it just has more juice for that.
The connector is adapted for this, just an extended miniUSB. If the Mio camera doesn't have a parking mode, it won't fit (why not). I have parking and it works really well after installation.

for Mio dashcams that already have a USB-C connector and not a regular mini USB connector, there is a mini USB to USB-C reducer from Mio

Although they say in the product description that it is compatible with all MiVue cameras and basically anything with a mini USB, this is not true. Although the connector looks like a mini USB, it is slightly smaller inside, so it can' t be plugged into other devices, recent cameras, etc. Not even to the Mio MiVue C430. Apparently it only supports cameras from Mio with parking mode.

The voltage measurement does not seem to be completely accurate (but it works)
There is no mini USB, but a modified incompatible version

! TAKE CARE! CANNOT be installed in HYBRID cars! Today I came to TOYOTA, where they really freaked me out with the installation! So I spent 700, -CZK and in addition the camera will not fulfill its function 100%!: -( And there is no mention of it anywhere. I mean in the product description!

The charger will disconnect power to the camera when the battery voltage drops, the value is adjustable. Very useful especially in winter at temperatures of -10 °C and below. The service center did the installation and the power cable to the camera is not sticking out anywhere.
