These bulbs save money considerably, as they shine for a long time.
The bulb gently flickers here and there as if simulating "light from a flame of fire" which is observable at dim brightness and here and there at full power. It's nothing terrible or rushing and many other manufacturers can't even provide dimmability of these bulbs.
