Apparently a well designed passive part of the cooler + management of the necessary speeds for sufficient cooling.
(It can also be in cooperation with Motherboard's control).
On AMD octa-core FX 8300 when just watching videos, it manages to cool so that the number of propeller revolutions I could perhaps even manually crank: D = almost zero noise without load. I have an older MSI 970 gaming motherboard.

If you upgrade from a stock AM4 cooler, be sure to get a more expensive cooler. Unfortunately, this one only contains a mounting socket for Intel and I wouldn't put much faith in that yet. Is it really a problem to add a piece of sheet metal for a few crowns? I am very dissatisfied with the product.

Good cooler for little money. Definitely a big upgrade over the stock CPU cooler. It has a pre-applied MX-4 paste that doesn't offend / frustrate. The fan is really quiet and for a low heating CPU (TDP up to 95W) is basically inaudible during normal operation. Mounting on the AM4 socket is done by screwing such packs, which is the problem that it's harder to access and secondly you don't know how much to tighten it to be enough, but then again you don't want to warp the CPU, do you. It's finally holding and the temps are OK, so probably don't touch up on the blood; -)

I am satisfied with the cooler. The i5 12400F can cool on average 15°C in a midi case with only two fans (Noctua is chosen). Anyway, the assembly. Due to the really poor packaging without any universal option, I had to bastle, but I bastled like a pro. After the first hour of futile efforts, another hour of looking around for options and the last hour of the installation itself, I am ultimately satisfied. Oh, and one other thing that threw me off. Discounted the product by over a hundred about the second day after ordering: -(

Good price.
It is not possible to install the fan on the given motherboard without removing it, the “latches“ are inaccessible.
The fan is probably firmly glued to the radiator, it cannot be removed.
The manufacturer does not offer a replacement fan.
