The rulers of the Steel City have their sights set on Franceville as they prepare a "normal military operation" to destroy their peaceful neighbour. At the beginning of it all was a fabulous inheritance, which went equally to the French doctor Sarrasin and the German inventor Herr Schultz. This has created two distinct cities in Oregon, USA - the free-breathing Franceville, with its parks and universities, and the military-industrial Steel City, where effective weapons are being developed.
